
FHSAA POINTS OF EMPHASIS
The following are some Points
of Emphasis for the upcoming 2008 FHSAA football
season. Please share this information with members
of you football officials Association.
A couple of these areas
are points brought to my attention by individual
football Associations.
1. Sideline Safety Rule
Data: Reporting information e-mailed in previous
communication. Please assign an individual in your
Association to report this data on a weekly basis.
We appreciate your cooperation.
2. A-11 Offense: This
offensive formation is Legal by NFHS Football
rules (at least for this season) according to the
Exception in the scrimmage-kick formation rule,
7-2-5b. This exception may be addressed at the
next NFHS Football Rules Committee meeting, but
for this season this formation is Legal. If you

3. NFHS Mechanics: A
reminder that the NFHS Football Officials Manual
must be followed by ALL Associations around the
state. Any variations that your Association would
like to use must be Approved by the FHSAA and
Officials Advisory Committee. We must be
consistent within each local Association as well
as state-wide.
4. Legal Equipment: Helmet
visors, “Iverson” sleeves and “play cards” on the
wrist. A helmet visor/shield, if worn, must be
100% clear with no tint. No exception due to
physician’s statement (Rule 1-5-3k, Case Book
1-5-3 Situation C). Tinted glasses or athletic
goggles MAY be worn under the helmet. “Iverson”
sleeves are Illegal as per rule per the Uniform
Adornment rule, 1-5-3k (p.25). The only exception
would be if covering an injury which would require
a Dr.’s note and need approval by the Umpire under
rule 1-5-4 (p.25-26). The play card wrist bands
are not considered an adornment and are Legal (per
your reference below) and may be worn on the
forearm or around the belt (similar to a
hand-warmer in cold weather)
