This is to inform our Flag Football officials that the 2017-2018 NIRSA Flag Football Rulebook is now available through Arbiter. I have also emailed this link out via Arbiter to all officials that have already registered for the upcoming season. Please make sure to share this link with your officials throughout the next couple of months as they register. To gain access to the rulebook an official will have to be registered/have an account with Arbiter. Below you will find the direct link to the rulebook.

Championship Finals Crew & Volunteers

I would like to take this time to acknowledge the outstanding officiating of Crew #1 at the 2A Finals this past Friday morning. The CFOA crew stood out above all of the other crews who worked Championship game this past week. The crew had a professional apperance, great 7 man mechanics, a knowledge of the rules and their application and maintained controll of the game. Thanks to the crew for representing the CFOA and letting the FHSAA and other associations throughout the State know that we are still the best.

I cannot thank those of you enough who came out and worked the chains and as ball boys at the Championship Series this past Thursday, Friday and Saturday. All of the playoff crews commented on how smoothly the game ran because of the quality peope on the sidelines running the chains and balls. They also thanked all of you for the hospitality shown to them before, during and after their games. Thank's for your commitment and pride in maintaining the CFOA's history of being the best association in Florida.

Special Thanks
I owe a special thanks to the following four officials, who came every morning at 7:30 am and stayed until the end of the final game each night, usually not getting home until near midnight. When I needed assistance or they saw something that need to be done they did not hesitate to step up complet the task. They have been part been part of the CFOA team for the past 10 years.

Notice:  To all CFOA officials, due to the changes made by the FHSAA, the meeting on November 4th has been changed.  We have combined our meeting and field clinic together.
Date: November 11, 2017
Site: Lake Highland Prep High School cafeteria
901 N. Highland Ave.
Orlando Fl.
Registration: 7:30-8:30 continental breakfast, meeting will start at 9:00 am.
The meeting and the field clinic will start at the same time.  Basketball games will be played, officials will be assigned to work them. All officials bring uniform in order to be evaluated.
We will be using two gyms, the boys will play games at Lake Highland Prep High and the girls games will be played at Lake Highland Prep Middle school at 741 N. Mills Ave. Orlando Fl.




CFOA Training Class begins Monday, September 18th at Oviedo High School,  601 King St., Oviedo, FL. 

Classes will be held every Monday and Wednesday through Oct. 25th from 6-9pm. Classes will include rules knowledge as well as on-court training and film review. 

This class is mandatory for all new and transfer officials as well as all 1-3 year officials. 

A veterans class will be running in conjunction with the training class. The veterans class is highly recommended for all 3-5 year officials who are looking to strengthen their varsity schedule as well as ALL officials who would like to have a refresher in 3-person coverage and mechanics. This class is a great opportunity to prepare for the season, especially in a rules change year. 

The cost for the Training Class is $40 to be paid at registration. The cost for the Veterans Class is $25 to be paid at registration.

2017-2018 NFHS Basketball Rules Changes

1-13-2: The coaching box shall be outlined outside the side of the court on which the scorer's and timer's table and team benches are located. The area shall be bounded by a line drawn 28 feet from the end line towards the Division line. At this point a line drawn from the sideline toward the team bench becomes the end of the coaching box going towards the end line.

Note: State Associations may alter the length and placement of the 28 foot (maximum) coaching box.

Effective Immediately. Tape may be used to extend the 14-foot line to 28 feet.

Rationale: The restriction of the coaching box penalizes the level of communication between coach and player. Allowing a coach freedom to move within the new box between the 28’ mark and the end line provides a coach more access to coach his/her players.

2-9-1: When a foul occurs, an official shall signal the timer to stop the clock. The official shall verbally inform the offender, then with finger(s) of two hands, indicate to the scorer the number of the offender and the number of free throws.

Rationale: To minimize foul reporting errors, that occur between the officials and the scorekeepers when the information gets lost in the translation. Two handed reporting is easier for the scorekeepers to see and comprehend in addition to being less confusing.

3-4-1d: There are no color/design restrictions in the area of the team jersey from the imaginary line at the base of the neckline to the top of the shoulder and in the corresponding area on the back of the jersey. There are restrictions on what identifying names may be placed in this area (see Article 3-4-4).

Rationale: Provide guidance on the forthcoming restrictions for this area of the jersey.

3-4-4: Identifying name(s) shall adhere to the following:

a. If used, lettering with school name, school’s nickname, school logo, player’s nameand /or abbreviation of the official school name shall be placed horizontally on the jersey.
b. The panel in the shoulder area of the jersey on the back may be used for placing an identifying name as well.

Rationale: Provide guidance to persons purchasing uniforms in determining what wording should go onto the jersey.

4-48 NEW: Warning for Coach/Team Conduct
A warning to a coach/team for misconduct is an administrative procedure by an official, which is recorded in the scorebook by the scorer and reported to the Head Coach:
Art. 1 . . . For conduct, such as that described in rule 10-5-1a,b,d,e,f; 10-5-2; 10-5-4 the official shall warn the head coach unless the offense is judged to be major, in which case a technical foul shall be assessed. Note: A warning is not required prior to calling a technical foul.
Art. 2 . . . For the first violation of rule 10-6-1, the official shall warn the head coach unless the offense is judged to be major, in which case a technical foul shall be assessed. Note: A warning is not required prior to calling a technical foul.

Rationale: Stopping play and making sure that the bench and the coach know that an official warning has been given, sends a clear message to everyone in the gym and impacts the behavior of the coach, and in some cases the behavior of the opposing coach. This change in behavior creates a better atmosphere and many times avoids the need to administer a technical foul.


Larry Marin

Larry Marin passed away 10/16/17 from our understanding due to injuries related to a jet ski accident earlier last week. His girlfriend who was also involved remains in the hospital. The vigil will be held Saturday, October 24, 2017 at 6:00pm at the Kissimmee Lakefront Park.

Please keep his family and friends in your thoughts and prayers.

Basketball Training Class New Start Date

Unfortunately, Seminole County Public Schools will still be closed on Wednesday 9/13 so we will be unable to have our CFOA Basketball Training class. New start date will be 9/18.

Patricia Santcez's mother (Nancy Ortiz) passed away recently. The service will be held July 5, 2017 at 1:00pm at Community Funeral Home on 910 W. Michigan St., Orlando, Fl 32805. Our thoughts and prayers go out to the family.



As promised, we can now officially say that we have a new officials software program for the upcoming year. We are currently working through a number of tasks with the Arbiter right now to make sure everything is up and running by July when we plan to open registration for the 2017-2018 season. We will be posting dates for registration and test dates here soon.

The FHSAA is proud to announce that the 2017 Officials Summer Conference will be held in conjunction with the Pinellas Area Referees, in St. Petersburg! The clinic is open to all officials so we ask that you please send this out to the rest of your association.

The Annual Officials Summer Conference will take place on June 9-10, 2017 at John Hopkins Middle School Friday evening and for our Saturday sessions.  Conference registration is $35.00 per official/officer.  Your registration will include conference session information, a ticket for dinner at  the Tampa Bay Rays game, lunch, snacks and great information to take back to your association membership!

The season is approaching quicker than you think. Now is the time to start getting into shape and preparing for the heat, from both Nature and the Coaches. There are several major rule changes this coming season that we need to make sure and all call consistently throughout the season. The new rule changes are listed on the FHSAA web page under Football and also on the NFHS web page as well. Please start reviewing these changes. A big part of our meetings at the Beach Weekend will focus on the rule changes and clarifying questions you may have.

Flag Football Officials Information

Dear CFOA Flag Football Officials,

As the season has begun this past week, I want to remind you of several important things as we have gotten started. The official uniform is posted below.

Please also remember we are out there for the student athletes. If coaches want to play 12 minute quarters for their JV games, it is their right to do so. Some coaches want 10 and some want 12. Do not argue with the coach if they ask you for 12 minute quarters in a JV game.

Finally, Brent Haskill was kind enough to share the presentation that he and Daniel Dobrosielski did an amazing job of presenting at our Flag Football Field Clinic. Here is the link if you were not there or have any questions, I'd suggest going back and looking at the presentation.

As requested by a member in the past (and as we did) last year I am sending out an interest reminder.
This email is to remind any individual that is interested in being on the ballot to become a CFOA Board Member you must declare in writing to Roland (our secretary) before April 1, 2017. Dear CFOA Flag Football Officials,

If you have not yet registered for Flag Football with the state and CFOA please do so as soon as possible. The deadline to register for flag football is 2/27/17. We will have a meeting at St. Cloud High School on Saturday, March 4th @ 9:00am. The schedule for this date is 9:00am - 10:00am classroom session, working scrimmages 10:30am to 11:30am JV game, 11:30 to 12:30pm Varsity game with lunch being served immediately following the scrimmages at 12:45pm.

There is NO Flag Football rules test for this season. All NEW members will be required to come to the meeting in order to be evaluated by our veteran Flag Football officials. IF you need/want your books before the meeting on Saturday, March 4th, you can contact Roland Taylor 407-855-3035 (Home) 407-701-0563 (Cellular).

After talking to several associations, we have determined that they have an officials dress code for flag football. This year everyone will be required to wear the SAME uniform as it looks more professional.

The uniform WILL BE as follows:

  • collared black and white referee shirt
  • black coaches shorts (Honig's has them)
  • black and white piped football hat
  • black socks
  • black belt (Honig's has this)
  • mostly black shoes/cleats
  • penalty flag (1 or 2)
  • black bean bag
  • two different color discs or cones (orange - offense, yellow - defense)
  • game card (score, unsportsmanlike penalties)

Rules Clarification - Uniform Shorts

We have seen male and female players with the waistband of their uniform shorts rolled up revealing the inside elastic portion. We requested clarification on this and the FHSAA has told us that they have no position on this subject and are allowing each association to determine how we want to enforce this. The leadership of the CFOA does not believe that rolling up the waistband of the uniform shorts materially alters the way the shorts were meant to be worn and does not violate Rule 3.5.5. However, if a 2nd logo is revealed, then the waistband must be rolled down or the logo must be removed or covered and the draw string must always be tucked inside the shorts.

Please get this information out to your officials. Those officials who have yet to register for a spring sport can go to the official’s page to get registration information ( As of today, we are approximately 1,000 officials short of our average. The deadline is coming up in February. We have had numerous officials tell us they are waiting for the new online system. Please note that the new online system will not be ready prior to the registration deadline. We are planning on having the system ready by June.
